That really is likely to be post-editing and filters. You can’t make your entire face blurred and iridescent like that to that level with just makeup
I’ve seen their MUA say in a YouTube video that she likes to use the dior palette – not the popular rose gold one but this newer one which is a lot more cool toned called opal glow. I have it and it’s great. However I agree with the other comment that this photo on particular looks heavily filtered.
