There isn’t really any good evidence that rosemary helps with hair growth, the main ingredient in this that would help with hair growth is caffeine but this product can be drying to the scalp, so I wouldn’t get it for the caffeine alone (there are shampoos and serums that aren’t drying). It’s decent if you have an oily scalp because it has salicylic acid, and in theory this can help with hair growth if there are clogged follicles (the hair follicle exists, but the hair can’t come out), but again you could achieve this with a rinse off product. It has quite a few ingredients that are irritating, so if you do use it check for any known irritants. It feels nice and has a bit of a tingly sensation, but overall it made my scalp feel quite dry and itchy. You should only really use it when you wash your hair (and apply to your scalp when the hair is wet, otherwise it can make your hair oily), whereas there are other products that are more hydrating and can be applied daily which I prefer (for general scalp care, not growth).

    I used that in the past. I didn’t really think it did much growth wise, but it did make my scalp feel cleaner.
