Is this normal?

I have set this cosrx propolis toner aside for a few months now, and when I picked it up again, there is this white ring at the level of liquid.

But after I swirled the toner for a few times, the white ring diffused down the bottle and eventually dissolved?

Is this still safe to use? Are those solidified honey or sth?
