That’s just grayish photo filter on dark hair

You 100% will need to bleach your hair to an almost pale yellow, depending on how much blue undertone you want the colorist would need to mix the dye/toner to get this colortone.
My personal favorite to get this shade is the wella shinefinity line and would need to be a custom mix.
If you diy it at home- again bleach to a pale yellow and if you want to use direct dye like manic panic or artic fox you would need to mix a few colors together to get s true cobalt blue tone. All that again depends on what your base color ends up. (How light you bleach it)
