I think toner pads are not the write answer for hyperpigmentation. Needly has a Vitamin Tone Up cream in the same line – that can help. Otherwise formulations of tranexamic acid and alpha arbutin really help- skin 1004 has an ampoule called the tone brightening one which has helped me a lot.
