How to Do This?

I would love to achieve this look. I tried today and it did not work out. What steps would do for this? I tried cat eye first with a couple layers of jelly pink. It was too much and covered the cat eye look. Maybe it was the polish type? Should I do more of a ombré style? I never get a hood, clear opaque look like this without covering the whole nail at the same time. Thank you!
