Emily de Molly Key Drama is a topper with just the blue shimmer in a clear base. While I can’t recall others off the top of my head, many indie brands tend to have at least one variation of “clear/white/light-colored base with glowy blue shimmer.”

Sassy Sauce Shimmy Shake/lsd, blowin bubbles; She has quite a few glowy toppers that remind me of this. Emily de Molly also had wonderful toppers in this vein. Alchemy’s emotional support polishes are also very glowy and ethereal like this. BKL also had tons of glowy polishes like this, but they are not always available (get lobstered, etc…). I second the recommending to check out Dam Polish. Lynb also had some pretty polishes (also does monthly 50% off sales). Lots of options!
Fancy gloss has “let it glow (blue)” which is a glowy blue top coat so you can choose whatever base color you want. Their shop just opened like an hour or two ago and I literally just purchased that exact color.

Phoenix “Ice Delight” topper will give this look. It’s not always readily available, but it comes around for pre-orders a few times a year on Color4Nails
It’s my favourite polish and makes it easy to dupes popular polishes with a strong blue glow. I’ve tried a few blue toppers and it’s the most glowy and fine particle shimmer I’ve used

Not exact match, but O Type Star by Cracked gives this vibe. I have used it as a topper on other colors as well.
