The nails look like a clear acrylic set, but you could probably do that with a clear gel x tip. You’d need to either buy or make the charms probably out of resin for the more jelly looking charms and foam paper for the fruit. I’d suggest starting with a jelly type polish, making an ombre with clear coat at the very tips. Then glue on the charms and sparkles and whatever you want on there. Then I’d top it a couple times with a shiny top coat. I hope this helps!!
