Tried to recreate the third pic with pastel polishes and a pearl effect nail powder rubbed in. I did three coats of the powder. Why is mine more vibrant and less pearly? Should I have done only one coat of the Polish?

When using chrome powders on regular lacquer you need a water-based top coat layer before applying regular top coat or your chrome will turn to a shimmer, and give you this more opaque effect rather than the light chrome shift.
Emily de Molly do a great water-based top coat which I have successfully used with chrome over lacquer.
Just make sure to let the water-based top coat completely dry before you apply your regular top coat!
