hi! this could be done in several ways. one would be a charm mold with shapes that resemble icing.
second would be something called decoden, a frosting like glue of sorts, usually used in those phonecase deco videos, where they stick charms on the “frosting”
and third, it could be done by thickening the gel with embo powder, which would result in a “meringue texture” kind of similar to frosting. idk if i can link videos, but a great nail channel on youtube, sizali, did these meringue nails, in case you’d like to check out for yourself.
