Just ordered my first magnetics (also my first EDM order, I'm super excited 🤩) and I'm obsessed with this specific effect – but I don't know what magnet to use to get it. Would also love to know what magnets you'd recommend in general (I was hoping to get the ILNP 30# horseshoe, but it's out of stock unknown return date 😭)

That just looks like a cat eye effect, slightly diffused (ie how it will look a few days after painting). All you need for that is a neodymium magnet bar.
